China Mobile Fiber Optic Cable Construction Project

China Mobile is actively expanding its fiber optic network through large-scale domestic procurement and international subsea cable projects, involving top Chinese suppliers and strategic global partnerships.

Domestic Fiber Optic Cable Procurement

China Mobile has been conducting centralized procurement for optical fiber and cable projects to support its nationwide network expansion. The 2025/2026 loose-tube optical cable tender covered 98. 8 million fiber-kilometers (F-km), attracting 27 bids, with 14 companies ultimately awarded contracts.

The top four suppliers—ZTT, Hengtong, YOFC, and FiberHome—secured a combined 60% share, equivalent to 59. 3M F-km, highlighting their dominant positions in the Chinese market.

ZT

T led with a 19. 36% share at a bid value of RMB 5,416 million, followed by Hengtong, YOFC, and FiberHome. For the 2025–2027 G.

654E optical fiber and cable project, China Mobile planned to procure approximately 22,900 fiber kilometers (3. 1386 million core kilometers). The project uses share bidding, with 2–3 winning suppliers, and sets a maximum bid price limit of RMB 630.

56 million (excluding tax). If three suppliers win, the shares are allocated as 50%, 27%, and 23%; if two suppliers win, the shares are 70% and 30%. Recent procurement trends show a significant increase in both volume and price.

From 2021–2022, China Mobile's centralized procurement of ordinary optical fiber cables reached 4. 47 million skin-length kilometers (143. 2 million core kilometers), a 36.

38% increase over 2019. The average transaction price rose to over RMB 60 per core-km, reflecting a rare situation of rising volume and price in the optical fiber industry.

International Subsea Cable Projects

China Mobile is also participating in the EMA (Europe-Middle East-Asia) undersea cable network, a $500 million project led by HMN Technologies. This subsea network will connect Hong Kong, Hainan, Singapore, Pakistan, Saudi Arabia, Egypt, and France, with Chinese state-owned telecoms—including China Mobile, China Telecom, and China Unicom—owning over half of the network. Foreign partners such as Orange, PTCL, Telecom Egypt, and Zain Saudi Arabia are also involved.

The EM

A cable aims to enhance China's global connectivity and provide an alternative to US-backed subsea cables, with operations expected to begin by 2025.

Strategic Implications

China Mobile's fiber optic initiatives reflect a dual strategy: Domestic expansion: Strengthening nationwide broadband infrastructure with high-quality suppliers and advanced fiber technologies (G. 654E), ensuring reliable delivery and R&D capabilities. Global connectivity: Participating in international subsea networks to secure strategic data routes, enhance global reach, and reduce dependency on US-backed infrastructure.

These projects demonstrate China Mobile's commitment to both technological leadership and geopolitical positioning in global telecommunications.
